There may be situations where a change affects a number of employees.
For example, Medical insurance deductions typically increase for everyone on the same date. It is easier to provide a bulk upload of the new rates rather than notifying each individual change.

  • for a pay rate change this would be the actual date. For a fixed deduction the date should be the start of the period. A fixed deduction that is changing part the way through a pay period would be applied from the beginning of the pay period
